Steps

Open the chat where your recipient is. This can be a DM with them, or a group you're both in — WhisperLockBot works as an inline bot, so it doesn't need to be a member of the chat.
Type the bot's username, then who it's for, then your text. In the message box, type @WhisperLockBot @friend meet me at 8, don't tell anyone — replace @friend with the recipient's Telegram @username and write your message after it.
Tap the inline result Telegram shows above the keyboard. Telegram will show a preview card. Tap it, and it sends as a locked message card in the chat — nobody has seen the text yet at this point.
Only the tagged person (and you) can open it. The recipient taps the card and a popup only they can see reveals the text. Everyone else in the chat, including group members, only ever sees the sealed card, never the words inside it.

Good to know

Worked example: you're in a group of twelve planning a surprise leaving gift. The person being celebrated is in the group. Instead of DMing everyone one at a time, you type @WhisperLockBot @dana gift budget is 20 each, keep it quiet and send it. The group sees a sealed card; only @dana can open the words inside.
The two things the locked card does not hide: the fact that a locked message was posted, and who posted it. The card shows you as the sender, so this is a private note, not an anonymous one. If you actually need to strip your name, that's a different tool — an anonymous inbox link is how you do that.
When NOT to use this: if the recipient has no public @username, if what you're sending needs to carry a file or photo (only text fits — 200 characters free, 1,000 on Pro), or if you need the words to disappear for you too. The card stays in the chat after it's opened, so anything you'd regret being reopenable is better said where nothing is stored.
Add a 1h, 24h, or 7d prefix before the text (for example @WhisperLockBot @friend 24h meet me at 8) and the card stops opening once that window passes — the closest thing to a self-destruct this bot has, short of deleting the card yourself afterwards.
